On May 14, 2024, ISO New England (ISO), the New England Power Pool Participants Committee, and the Participating Transmission Owners Administrative Committee on behalf of the New England Participating Transmission Owners (together, Filing Parties), submitted revisions to ISO New England’s Transmission, Markets and Services Tariff in compliance with, and related to, Order Nos 2023 and 2023-A. On April 4, 2025, the Federal Energy Regulatory Commission (FERC) issued an order accepting the compliance filing in part, and directed the Filing Parties to submit a further compliance filing within 60 days of the order.
The ISO is reviewing the April 4, 2025 order in detail, assessing next steps, and will update stakeholders at the appropriate time. That said, the April 4, 2025, order did not modify the June 13, 2024 eligibility date set by Order No. 2023 and the May 14, 2024 filing date. Therefore, only active Interconnection Requests that were submitted and deemed valid on or before June 13, 2024, are eligible to participate in the transition process. As a result, the ISO is not considering Interconnection Requests submitted after June 13, 2024, with the exception of Surplus Interconnection Service Requests.
The next opportunity to submit an Interconnection Request will be for the first regular cluster, the entry window for which will open following the conclusion of the Transitional Cluster Study.
